Dear Fellow Sailor,

On behalf of the Royal Port Pirie Yacht Club & the Port Pirie Pure Light Start Masters Games, I would like to extend an invitation to again participate in the 2010 Pt Pirie Pure Light Start State Masters Games Sailing held on the 10th and 11th of April 2010.

Port Pirie has been involved in the Masters games over the past 10 years with this year being our 4th State Masters Games.

This Year registration has been made easy with many taking up the option of registration on line through the masters Games web site www.portpiriemastersgames.com.au/
Please take the time to look at the new web site that will have a lot more applicable information available than in the past.

If you are looking for a boat to use we have a club Tasar, Heron and Sabre that may be available but will be first in first serve basis.

I have attached a copy of the notice of race for your information and ask that it be placed on the notice board and circulated around the club for anyone that may be interested.

 I will send out sailing instructions once that you have registered with the Masters Games.

Please spread the word about the games and see if you can get a few boats from your area to come to the games and enjoy the experience of being a master in your own game. Please take the time to think about being a part of the games this year.

I hope to see you in April 2010 when Port Pirie will host the State Masters Games.

If you have any questions please give me a call. On 0418836540

Changes to the Racing Rules of Sailing for 2009/2012

John Woollatt, Thursday, 24 December 2009

 Largs Bay Sailing Club

Changes to the Racing Rules of Sailing for 2009 - 2012
 _________________________________________________________________________________________________

Changes are effective from 1 January 2010, however, when a regatta commences prior to the 1 January, the changes will net apply during that regatta.

As a result of actions taken by the ISAF Racing Rules Committee and the ISAF Council during the ISAF Annual Conference, several changes in The Racing Rules of Sailing for 2009-2012 will take effect on 1 January 2010.

The changes are shown in detail below.

Amended Rules – Highlighted to Show Changes Made

Words deleted from a rule are shown struck through and words added are shown in bold and underlined.

Rule 18.2(c):

(c) When a boat is required to give mark-room by rule 18.2(b), she shall continue to do so even if later an overlap is broken or a new overlap begins. However, if either boat passes head to wind or if the boat entitled to mark-room passes head to wind or leaves the zone, rule 18.2(b) ceases to apply.

Definition - Obstruction:

Obstruction An object that a boat could not pass without changing course substantially, if she were sailing directly towards it and one of her hull lengths from it. An object that can be safely passed on only one side and an area so designated by the sailing instructions are also obstructions. However, a boat racing is not an obstruction to other boats unless they are required to keep clear of her, give her room or mark-room or, if rule 22 applies, avoid her. A vessel under way, including a boat racing, is never a continuing obstruction.

Definition - Party:

A party to a hearing: a protestor; a protestee; a boat requesting redress or for which redress is requested by the race committee or considered by the protest committee under rule 60.3(b); a race committee acting under rule 60.2(b); a boat or competitor that may be penalized under rule 69.1; a race committee or an organizing authority in a hearing under rule 62.1(a).

Appendix B, Rule B3.1(c):

Rule 18.2(c) is changed to:

When a board is required to give mark-room by rule 18.2(b), she shall continue to do so even if later an overlap is broken or a new overlap begins. However, if either board the board entitled to mark-room passes head to wind rule 18.2(b) ceases to apply.
